I just don't understand how anyone could do this. This world...God won't let us continue to treat our little ones like this much longer.

Apparently they just discovered that this story is a hoax. The "good samaritan" that found the baby was in actuality the mother. The story was part of her plan to come up with a reason to leave the baby with the police. They were going on about how she apparently didn't want her family to know she was pregnant.
the really sad thing, pansy, is that this isn't anything new. people have been aborting and even exposing "undesirable" babies at birth for centuries. granted, it doesn't make it any easier to swallow the fact that we see children as burdens rather than blessings.
see, the problem is you read these stories. when i see a headline with "baby found/tossed/killed etc...." i skip it. you can call it denial, i call it survival.
The good news is that the woman who told the story recanted--it turns out she's the mom, and the boy was uninjured and healthy. There was no tossing, thanks be to God.
Apparently, she has a history of mental problems, and told police she simply couldn't take care of the baby.
